Migrant Liaisons

  • Migrant Education Program Checklist for Local Education Agencies (LEAs): Coordinate with Tri-Valley Opportunity Council (TVOC) to ensure the proper identification, placement, and reporting of migrant children for Title I Part C, Education of Migratory Children.
  • Categorical Free Eligibility for Migrant Children: Students certified as migrant children under the Migrant Education Program (MEP) of Title I, Part C of the Elementary and Secondary Education Act (ESEA), are categorically eligible for free meal benefits through the School Nutrition Program. In general, a migrant child is one who has moved across district lines within the last three years, in order to accompany a parent or guardian who is seeking or will be working in an agricultural position.   • Direct Certification – 431 Migrant Identification: The Direct Certification (DC) process is used by the Minnesota Department of Education (MDE) to notify school districts of students who can be reported as eligible for free school meals based on the Minnesota Department of Human Services (DHS) data without completion of an application by the family for school meal benefits. 
  • Migrant Education Services Handbook: This handbook gives a general overview of the Minnesota Migrant Education Program.
