MN Urban & Rural Homesteading Program (MURL).

The Minnesota Urban & Rural Homesteading Program (MURL) uses federal HOME funds to help families seeking homeownership. Applicants must be considered an at-risk, first time homebuyer. An at-risk first time homebuyer is defined as an individual who has not owned a home within the past three years, and is not be able to qualify for a conventional mortgage on their own. Credit problems, low income or too much debt will not disqualify applicants in the MURL program. It is meant to be a second chance for those who have gone through a time of crisis or financial depression.

Once the eligibility of each applicant is confirmed, the applicants go through our selection criteria to see how they rank against other applicants who have applied for the home. All qualified applicants are then brought to the MURL Selection Committee formed from representatives of the community in which the home is located. The committee is given the qualified applications without names attached and makes final selection of applicants.

If you are selected by the selection committee, the home will be sold to you without a down payment, on a contract for deed at 0% interest. The home will be sold at appraised value or total development cost, whichever is less. Your payments are then based on 25% of your adjusted income per program guidelines. Property taxes and insurance are escrowed and are taken out of your monthly payment. The balance of your monthly payment goes toward the principal balance remaining on your contract.

Weatherization

Tri-Valley is a grantee of the Minnesota Department of Commerce DOE Weatherization Assistance Program.  Weatherization uses prescribed methods to identify and remedy causes of energy loss in low-income homes.  All individuals eligible and approved to receive Energy Assistance are eligible for Weatherization although funding allows for only a fraction of Energy Assistance eligible households to receive Weatherization services.

Tri-Valley's service area for Weatherization includes west Polk, west Marshall, and Norman counties.  Tri-Valley also contracts with the Red Lake Band of Chippewa Indians to provide Weatherization on the Red Lake Indian Reservation.

Multi-family Housing

Tri-Valley has developed three multi-family properties for low to moderate income families.

Prairieland Duplexes is a 20 unit property located in Crookston that was developed with USDA Rural Development as farm labor housing.  The property was put into service in 1999. 

Crookston Townhomes is a 30 unit property located in Crookston that was developed with Section 42 tax credits and is intended to serve as quality housing for low to moderate income families.  The property was put into service in 2001.

Fisher Townhomes is a 10 unit property located in Fisher that was developed with Section 42 tax credits and Federal HOME funds.  The property is designed to house low to moderate income families.  The property was put into service in 2001.
